First-come-first-served vs booking vs waitlist for workplace EV charging

Shared workplace chargers need an allocation rule once demand becomes constrained. First-come-first-served is simple, reservations add predictability and a waitlist can redistribute charging time when a useful slot becomes available. The right model depends on how predictable demand is and how much coordination the workplace wants to automate.

The three models solve different problems

A workplace does not need the most sophisticated allocation model from day one.

These approaches can also be combined. A workplace may use reservations for normal access and a waitlist only when the requested time is full.

When first-come-first-served is enough

First-come-first-served is effective when there is genuine spare capacity.

If employees rarely encounter a full charging area, introducing a booking workflow may add more process than value. Drivers can simply use an available charger and follow a clear end-of-turn rule.

It starts to fail when arrival time becomes the allocation mechanism. That can create predictable winners and losers: people who start earlier get the best charging periods while others commute without knowing whether charging will be possible.

Warning signs include:

  • employees checking the parking area before deciding whether to charge;
  • repeated early-morning competition;
  • informal messages asking who will move first;
  • drivers occupying a charger all day because there is no defined turn;
  • complaints that access depends on work schedule rather than charging need.

When booking is the better default

Reservations are useful when employees need certainty before they arrive or before they move their vehicle.

A good workplace charging reservation defines:

  • charger or charging resource;
  • date;
  • start time;
  • end time or duration;
  • cancellation or change process;
  • any booking-window or maximum-duration rule.

The main benefit is that availability becomes visible before the employee commits to the charging plan.

Booking also makes unused time easier to identify. If a driver cancels a future turn, that period can immediately return to the schedule.

The downside is that reservations can create false scarcity when people book speculatively and do not release time they no longer need. Keep the booking window and duration proportionate to actual demand.

What a waitlist adds

A waitlist answers a different question:

What happens to the employee who needs charging when all suitable periods are already taken?

Without a queue, the driver may repeatedly reopen the schedule, message colleagues or give up. The workplace then has no structured record of that demand.

A waitlist can retain the request and offer an opportunity when:

  • another reservation is cancelled;
  • returned time becomes available;
  • an alternative charger or period opens;
  • workplace rules allow a promoted request to be converted into a booking.

The promotion rule should be clear. A workplace may use request time, fairness rules, priority categories or another explicit policy. Avoid an opaque queue where employees cannot understand why somebody else was offered the slot.

Reservations and waitlists are not the same as live charger control

Both are allocation tools. They decide who should have access to charging time and when.

They do not by themselves know whether a vehicle is physically connected or whether a charger is faulted. They also do not manage electrical load unless the underlying charging system separately provides those capabilities.

A simple decision rule

Choose the least complex model that still makes access fair and predictable:

  1. Plenty of spare capacity? Keep first-come-first-served and clear etiquette.
  2. Employees need certainty? Introduce reservations.
  3. Useful periods are often full? Add a waitlist or request process.
  4. Reasonable demand remains unserved even with good sharing? Review total charging capacity.

This sequence avoids both extremes: keeping an informal system long after it becomes painful, or adding process before the workplace needs it.

What should the workplace measure?

Track more than booked hours.

Useful signals include:

  • how often useful periods are full;
  • cancelled or returned reservations;
  • waitlist requests;
  • promoted requests that become bookings;
  • repeated demand that still cannot be accommodated;
  • whether pressure is concentrated in a few hours or persists all day.

A waitlist is especially useful because it can expose demand that a booking calendar alone never sees.
